An international coalition established in May to bring order to anti-malware testing has produced two PDF guidance documents: one outlining core principles and another detailing best practices for dynamic testing.

The organization, made up of many of the industry’s leading vendors, aims to create consistent expectations around how anti-malware products are evaluated.

At the heart of the principles is a clear mandate: testing must never put the public at risk — that includes preventing accidental escapes of malware and forbidding the deliberate creation of new threats purely for experiments.

Beyond safety, the guidance stresses fairness and clarity: tests should be impartial, reasonably open, and transparent in purpose and methods.

Accuracy matters — samples must be classified carefully as malicious, benign, or invalid, and conclusions should follow only from valid, well-documented results.

The standards also require that the testing approach fit the test’s objectives and that all parties — vendors, testers, and publishers — remain reachable for follow-up questions and corrections.

Dynamic testing, which exercises live threats that try to execute or install on a system, is singled out as especially challenging compared with static checks like on-demand scans.

The best-practice document offers practical advice on making dynamic tests reproducible, choosing which products and samples to include, and guarding against false positives.

It also discusses how to design the test environment (including the role of networks and virtual machines), how to log and audit malicious behavior, and what success metrics are appropriate.

Guidance covers handling user-interaction scenarios and weighs the pros and cons of running single-sample tests versus multiple-sample runs.

Reaction from the organization’s roughly 40 members was largely supportive, with industry representatives welcoming the move toward standardization.

As Karel Obluk, CTO of AVC Technologies, put it, consumers benefit when they can quickly tell whether a test followed widely accepted standards and make buying decisions accordingly.
